About high CPA

Last updated: July 2026

Cost Per Action (CPA) is where you only pay for specific actions taken by people on your ads, such as downloading an app or registering an account. When you run an ad, there are a few instances where you may have a high CPA.

Reasons for High CPA

  • CPA will fluctuate during the learning phase as TikTok accumulates more data about your campaign. It should become more stable after achieving 50 conversions.

  • If you set an unreasonably high budget with the Lowest Cost/Highest Value strategy, it will lead to a high CPA/low return on ad spend (ROAS).

  • When creative performance declines, the click-through rate (CTR) and conversion rate (CR) decreases. If you don't refresh creatives, ad delivery will be impacted and a higher CPA will be expected.

  • If you use the "dayparting" feature, which frequently pauses and resumes the ad group, it will interfere with the learning/exploration of the algorithm and may lead to inaccurate prediction, overbidding, higher CPA, and low delivery.
