If your account is impacted by a restriction, you can request an appeal. If your appeal is approved, the penalty is removed and your account returns to normal status, so you can resume payment and ad delivery with less disruption.
Transaction appeals help eligible advertisers in the following ways:
Clear path to request review: You can follow a defined appeal process inside TikTok Ads Manager, TikTok Business Center, or with help from your sales representative, instead of relying on ad hoc support escalation.
Faster recovery from incorrect restrictions: When an appeal is approved, the penalty is removed and your account returns to normal status, so you can resume payment and campaign delivery.
More transparent and predictable issue handling: Standardized appeal entry points, review criteria, and status tracking help you understand what happened, what action is needed, and what outcome to expect.
You can make transaction appeals through the Transaction Appeal feature within TikTok Ads Manager, TikTok Business Center, Seller Center, and Promote, with availability varying by scenario and account type.
The appeal entry point only appears for eligible ad accounts. If you don't see an appeal option on your account, the appeal is not currently available for that account.
Eligibility is determined on a case-by-case basis. Not every penalized account has access to a self-serve appeal channel. If you're a managed client, your sales representative can submit some appeals on your behalf.
The system may apply a transaction-related restriction or penalty when it detects unusual or risky behavior across payment, spending, or card-binding activities. The most common scenarios are:
Automatic payment paused: The automatic payment feature is paused for your ad account. You can still use manual payment to continue ad delivery during the penalty period.
Payment failed: Your payment attempt is blocked, and the bill remains unpaid.
Bind card unsuccessful: Your card-binding request is blocked, and the card cannot be added.
Automatic payment activation restricted: The entry point to switch from manual payment to automatic payment is blocked.
Higher minimum recharge required: A minimum top-up amount is enforced that may exceed your intended ad budget.
Higher minimum budget required: A minimum campaign budget is enforced, restricting smaller campaigns or lower-spend ads.
Autopay threshold won't increase: Your billing threshold is too low for your desired ad spend, and the system won't raise it automatically.
The system may apply a restriction when it detects one or more of the following risk signals on your account:
Bad debt risk: Unpaid balances after ad spend, poor payment history, or links to other accounts with high-risk or non-compliant behavior.
Payment risk: Suspicious payment activity or potential unauthorized card use.
Account risk: Account registration risk, account takeover (ATO) risk, or account abuse.
Capital risk: Capital operations that are clearly inconsistent with your advertising spend scale.
Overspending risk: Top-up frequency or budget changes that are unusually high or inconsistent with your account's actual ad delivery patterns.
Ecosystem risk: Content or behavior that violates TikTok's community policies.
If your account does not show payment failures and you maintain consistent, positive ad spend, your billing threshold is more likely to keep increasing automatically over time.
The appeal flow varies by scenario, but in most self-serve cases the steps are similar:
Find the appeal entry. Go to the page in TikTok Ads Manager or TikTok Business Center where you saw the restriction, and look for an option such as Update information, Verify account, or Appeal.
Submit your information. Provide the requested verification details, such as personal and card information, along with any supporting context.
Wait for review. The status will show as Processing or Under review now. Most reviews take up to a few working days.
Check the result. If the appeal is approved, your account returns to normal status. If it's rejected, the rejection message will explain what you can or can't do next, and in some cases you can resubmit the appeal.
