Once you've selected the reach or video view advertising objective, the system will estimate an optimal bid for your ad based on your existing settings and historical data. The following dimensions will be considered:
Ad settings: Category, conversion objective, bidding method, or targeting.
Historical data: CPM and CPV of the ads account.
After creating your ad, the system will combine your current delivery data of the ad to suggest a new optimal bid.
