Audience Controls allow you to set targeting constraints due to compliance or business availability to all new ads in your account. For example, if you can only show ads to audiences under a certain age group due to compliance requirements, you can set age settings once and it will apply to all your new ads. Existing ads will continue to run with the original ad settings from when they were created.
You can edit audience settings during campaign creation and will be notified that the change will be beyond the scope of Audience Controls.

Audience Controls offer increased convenience and efficiency of a one-time setup. Instead of implementing multiple audience setups for each ad, an efficient automation flow allows you to mass apply settings to all new ads at once.
While the Saved Audience feature allows you to re-use settings that were successful in previous campaigns, this feature is only available for custom campaign flows and requires a setup for each campaign. If you have a set of compliance restrictions that must apply to all your campaigns, we recommend using Audience Controls, which you set once and available for all campaign types, including Smart+.
