Reach & Frequency buying on TikTok gives advertisers the ability to plan and reserve campaigns in advance, as well as precisely control how ads are delivered to desired audiences, all at a fixed CPM. Learn more about Reach & Frequency buying.
Start creating an ad within TikTok Ads Manager.
Select Reach as your Advertising objective and Reach & Frequency as your Campaign type.
Configure your campaign settings and click Continue.
Choose your Ad group settings:
In Feed type, choose between placing your ad in the Standard Feed and Top Feed. Learn more about the difference between Top Feed and Standard Feed.
Choose the days to run your Reach & Frequency campaign. Note: Ad groups must be created at least one day before the ad delivery starts in the target location time zone. Dayparting is available for select customers and allows you to choose a consecutive and single time period on hourly basis to deliver throughout the campaign period.
Choose your reservation purchasing basis under Reservation.
Reserve Using Fixed Budget: You have a specific budget and want to spend it all on this campaign.
Reserve Using Fixed Impressions: You have a specific impression goal.
Reserve Using Fixed Reach or Fixed Reach Percentage: You have a specific reach or reach percentage as your campaign KPI.

From the Ad Sequencing and Schedule module, choose your preferred delivery mode. Learn more about Advanced Ads Delivery for Reach & Frequency campaigns.
Ad group settings include many other options for optimizing your ads such as targeting and content exclusions. Learn more about the different ad group settings.
Click Purchase to begin securing the reservation for this Reach & Frequency campaign.
Instead of Purchase, you may Tentatively reserve to temporarily secure a slot without finalizing all details. Learn more about tentative reservation for Reach & Frequency campaigns.
Finish reserving the slot by clicking Next, choosing email recipients to receive notifications on ad group issues, and clicking Submit.
After reserving the inventory and if you are ready to proceed with ad creation, click Continue to Ad.
Clicking View your campaigns will direct you to the campaign list page, and your campaign just submitted will be displayed at the top of your campaign list. You can see the ad group created under this Reach & Frequency campaign by selecting the campaign you just created and going to the ad group level.
Create ads and set up Ad details.
Note: For Reach & Frequency campaigns, there is a limit of 20 ads that you can create for the ad group.
Click Submit.
Your Reach & Frequency campaign is now ready to be delivered using the schedule and options you selected.
Note: Pausing and editing ad groups mid-flight may cause the remainder of the campaign to deliver out of sequence. If you must edit the ad group mid-flight and want to still preserve sequencing, consider ending the existing ad group and creating a new ad group with the new sequencing logic.
